Helping Everyone Access Linked Systems (Illinois HEALS) is a multi-year initiative to address child and youth victimization.
In Southern Illinois, Illinois HEALS is administered by Egyptian Health Department in partnership with the Stress and Trauma Treatment Center. The population of focus for this initiative will be Saline, Gallatin, White, Williamson, and Franklin county children and youth birth to 25 who have been impacted by violence and victimization and include their caregivers and families.
The overarching vision and purpose of IL HEALS is to alleviate the burden of finding services to address victimization by ensuring appropriate care and services are made available to all victims regardless of the door they enter.
Efforts amongst the existing Systems of Care (SOC) or collaboratives will allow for better service to victims by way of achieving the project goals of:
a)Linking and enhancing the local systems of care
b)Strengthening the abilities of systems and communities to recognize child and youth victims
c)Ensure systems and communities connect young victims and their families to appropriate resources and services
Promote practices that engage young persons who have experienced victimization and their family members that are culturally specific and humble, accessible, and relevant

The Southern Illinois Coalition for Children and Families has designated representatives on the Illinois HEALS Advisory Board and a signed Memorandum of Understanding to:
- Promote and adopt language of IL HEALS values and principles
- Act as a representative of existing SOCs/Collaboratives
- Participate in Care Mapping to identify gaps in care
- Promote Policy White Papers
- Advocate for support and adoption of policy recommendations
- Participate in mapping formal and informal screening practices
- Support the development of a community standard of practice for referral management and expectation
